Primary Objectives:
To deliver the project successfully by meeting or exceeding the project objectives without harm to people or to the environment.

Job Functions:

Defines project goals, objectives and critical success factors, ensuring that these align both with corporate goals and objectives and the project’s commercial strategy.

Interfaces with other disciplines to ensure agreement on project deliverables and the timing of these deliverables.

Leads the development of, and approves the project schedule, ensuring that key milestones are identified.

Oversees constriction, testing, drying and gas-up of pipeline.

Demonstrates the overall technical integrity of the pipeline and delivers the pipeline project to the sanctioned cost, schedule and performance criteria.

Establishes the authority and approvals levels delegated within the project (both technical and financial) and ensures awareness within the project management team.

Negotiates the principal project contracts.

Implements a system of high quality contract administration with suitable checks and balances.

Conspicuously commits to excellent quality management.

Leads the identification of project risks and develops and implements risk response action plans for the top risks. Also capitalizes on potential opportunities.

Ensures that a project budget and an AFE system are in place and approved.

Implements project and financial control systems to monitor project progress against target and budget, develops cash forecasts, and monitors and controls variations, enabling appropriate action to be taken in a timely manner.

Monitors contractor and supplier performance and acts quickly on underperformance.

Establishes and implements an agreed reporting structure and format.

Monitors performance against project critical success factors.

Ensures a plan for managing permits and consents is developed and implemented.

Approves the Design Management Plan developed by the Engineering Manager, ensuring it includes: the setting of the design basis, codes, standards and design philosophies; design document review and approval (including Technical Authority approval); the control of design changes and concessions; and how HSSE, constructability, operability and maintainability are addressed in the design.

Works with the Construction Manager to develop a construction and installation plan through to mechanical completion and pre-commissioning, and approves same.

Ensures a plan for facilities integrity management (including Third Party Verification where appropriate) is developed and implemented.

Ensures that appropriate insurance provisions are established.

Develop and implement a plan for project close-out.

Ensures the application of relevant Health, Safety, Security and Environmental policies on all project activities. Promote a strong safety culture in project and functional teams, and in work undertaken by contractors and suppliers.

Education and Experience:
Bachelor’s degree in engineering. In-depth understanding of natural gas pipeline projects. Minimum 10 years experience.   Verifiable record in the successful development and delivery of a number of complex natural gas projects.

Competencies:
Understanding of the land access issues and the local regulatory environment; ability to identify project critical success factors and risk management practices; demonstrated leadership and management ability; able to prioritize multiple projects; high degree of initiative and independent judgment; strong analytical and problem solving abilities; ability to work with field employees and vendors as well as other disciplines; strong attention to detail; ability to perform duties with a high level of accuracy; ability to organize work, engage in a variety of tasks simultaneously and consistently meet deadlines; strong personal computer skills; strong oral and written communication skills.

Primary Objective:
Accountable for the delivery of the pipeline project up to the point where it is handed over to Operations.

Job Functions:

Ensures delivery of approved capital projects in the asset portfolio, through project teams, to the sanctioned cost, schedule and performance criteria.

Establishes and provides project management and engineering services with appropriate resources, policies and processes.

Liaises with peers across the Company for best practice and consistency on project delivery.

Interfaces with the Completions and Operations functions to ensure there is an agreed understanding of project deliverables and responsibilities.

Manages an infrastructure of roles to deliver a project portfolio with authority for the approved capital budget.

Manages resourcing of the Midstream projects to ensure it has the required capability.

Manages the development and control of project budgets and schedules.

Makes authoritative recommendations to optimize a portfolio of projects to reflect changing needs and project progress.

Ensures the appropriate external networks are developed to meet the needs of the project portfolio.

Negotiates prime contracts as required, delivering these against the agreed commercial strategy.

Implements project and financial control systems to monitor project progress against target, financial management (cash forecasts and AFEs), and change control systems, enabling appropriate action to be taken in a timely manner.

Establishes and implements an agreed reporting system and format to the satisfaction of project stakeholders.

Ensures the application of relevant Health, Safety, Security and Environmental policies on all project activities. Promote a strong safety culture in project and functional teams, and in work undertaken by contractors and suppliers.

Assumes additional responsibilities and performs special projects as needed or directed.

Education and Experience:

Bachelor’s degree in engineering. In-depth understanding of natural gas pipeline systems and technologies. Minimum 20 years experience.   Proven experience in project development and management of engineering functions and the provision of technical services.

Competencies:
Experience working with joint venture partners and developing relationships and strategies with respect to project development and delivery; competent to lead a large multi-disciplinary team and guide, mentor and inspire other team members; ability to identify project critical success factors and risk management practices; demonstrated leadership and management ability; able to prioritize multiple projects; high degree of initiative and independent judgment; strong analytical and problem solving abilities; ability to work with field employees and vendors as well as other disciplines; strong attention to detail; ability to perform duties with a high level of accuracy; ability to organize work, engage in a variety of tasks simultaneously and consistently meet deadlines; strong personal computer skills; strong oral and written communication skills.

Our Dallas based client is looking for a payment/data administrator

BASIC FUNCTION

The Payment/Data Administrator works in a team environment and is responsible for the operational tasks associated with servicing payment and data administration needs for defined benefit pension plans, maintaining compliance with the plan’s provisions and administrative policies.  This includes, but is not limited to, loading participant data, reconciling benefit payments, establishing payment records, communicating payee information changes, and handling retiree checks.

RESPONSIBILITIES OF THE POSITION

ü  Processing participant data updates and client payroll files

ü  Maintain and update payment administration procedures

ü  Review pension election forms and supporting documentation

ü  Prepare written communications for participants regarding payment issues

ü  Research participant records for internal and external requests related to payments

ü  Review and provide fulfillment of participant communications regarding payments

ü  Input payment information into Company’s pension system (and other systems when applicable)

ü  Maintain signature authority forms for each trustee and administer changes as needed

ü  Transmit information to Trustee for payment initiation and payment changes

ü  Communicate with Trustee regarding stop payments and check reinstatements

ü  Complete reconciliation of pension payments with Trustees

ü  Provide support resolving issues identified by death audits

ü  Monitor progress of daily tasks

ü  Ensure final work products are of high quality and provided in a timely fashion

ü  Provide support for special projects and other tasks as needed

ü  Identify, analyze, and assist in implementing process improvements

ü  Assist with training of new employees as needed

ü  Take an active role in pursuing continued education

REQUIRED EXPERIENCE AND SKILLS

ü  Ability to demonstrate strong organizational skills

ü  Strong analytical capabilities

ü  Great attention to detail

ü  Ability to work in a team environment and individually

ü  Strong verbal and written communication skills, with an emphasis on customer service

ü  Ability to balance and prioritize multiple projects

ü  Proficient in the use of Microsoft Windows and Microsoft Office suite (Word and Excel)

ü  Willing to pursue exams with the American Society of Pension Actuaries, National Institute of Pension Administrators, Society of Actuaries, or CEBS (a designation with any of these societies is a plus)

ü  Pension benefit background preferred
