Our Smyrna client is looking for an Assistant Utilities Director on a long term contract basis.

Job Summary:
This classification is responsible for supervising, managing, and coordinating the various activities of the Utilities department while providing technical knowledge and guidance. Duties and responsibilities include supervising subordinate managerial and supervisory staff in the performance of their duties, researching and preparing engineering and construction recommendations for construction plans and other gas and water construction related documents, and conducting field inspections for gas and water construction and maintenance projects. Under general supervision, reports to the Director of Utilities.

Duties and Responsibilities:
Assists with public utilities administration, operations, and supervision
Assists in supervising subordinate managerial and supervisory staff involved in carrying out the utilities functions which includes: water treatment,
waste water treatment, gas distribution, and water and sewer maintenance; acts as technical representative in addressing public concerns.
Performs managerial duties in accordance with Companies policies and applicable laws
Performs site inspections of construction work, buildings, and related systems for compliance with approved plans and with applicable codes
Calculates water, sewer, and gas tap fees using a variety of data resources
Reviews all utility construction plans for proposed subdivision and site developments served by Company utility systems
Oversees the preparation and maintenance of records and files
Researches and prepares recommendations and reports to improve departmental operations and feasibility of utility construction projects
Assists in the review of major construction projects involving the department
Assists with the preparation of the departmental budget and monitoring of expenditures
Ensure all employees adhere to all internal and external company safety policies and OSHA regulations
Provide daily, weekly, or monthly reports to the Director of Utilities, Company Manager, Council, or other departments on project standings as needed
Conduct behavior at all times in a professional manner to reflect positively on customer’s perception of Company Facility
Promote the teamwork environment. Assist co-workers when necessary
Provides coverage in absence of other personnel
Participates in various Company teams to assist in the development and direction of the Company
Establishes and participates in communication meetings
Continues professional growth through outside seminars, professional organizations, and training classes
Represents the Company in community organizations when necessary

Qualifications:
Bachelor’s degree in Engineering or related field required
P.E. preferred but not required with appropriate experience
Ten (10) years experience in utilities operations with considerable experience of a progressively responsible nature in the operation of a municipal utility, including some experience in an administrative and supervisory capacity
