Our Houston, TX client, located in the Galleria area, is in search of Human Resource Administrator.

Purpose:
This position is responsible for a multitude of HR responsibilities including: hiring, benefit and employee administration as well as for the timely and accurate delivery of payroll. This position is responsible for human resources information including recordkeeping, reporting, and information management systems.

Essential Duties:

Payroll Administration:
First point of contact for employees
Responsible and main contact for the preparation and processing of company payroll thru an external payroll provider (ADP)
Provide information to process payroll and maintain weekly and semimonthly payroll information as required
Data entry for all time and attendance and personnel transactions such as new hire, termination, leave of absence, benefits deductions, insurance, garnishments, State and Federal taxes, including quarter and year-end reconciliations etc.
Track and assure the deductions of all garnishments and other legal and special payroll deductions. Fulfills wage garnishment requirements by completing forms; adjusting payroll records, documenting and transmitting withholdings; negotiating with collection agencies to convert garnishments to wage assignments
Determines payroll liabilities by entering federal and state income and social security tax information, 401k transfer and direct deposits, wage assignments and garnishments
Prepare and maintain related payroll records and reports.
Document workflow and work procedures

Compensation and Benefits Administration:
First point of contact for employees
Setting up employee records and personal files
Process employee enrollments and terminations as required: contract handling, job applications tax forms (i.e. W9, I9, 1099), drug testing, etc.
Prepare and maintain related compensation and benefits records and reports
Process vendor reports and invoices
Support and facilitate periodic and regular compensation and benefit plan evaluations and changes including plan analysis, contract review and employee communications
Administer Paid Time Off, Short Term Disability and leave of absence programs – Document workflow and work procedures

Human Resource Management Systems:
First point of contact for employees
Establish/maintain employee records; ensure that employee changes are entered correctly and made on a timely basis
Review changes for proper authorization and adherence to policies including compliance with federal/state/local regulations
Research and resolve problems, perform schedule activities, and liaison with service providers (insurance, WC, etc.)
Document workflow and work procedures and conduct appropriate audits to ensure data integrity
Prepare and maintain standard and ad hoc reports and queries

Administration:
Compose and distribute routine written correspondence from human resources. – Collect, sort and distribute incoming correspondence, including resumes.
Organize and maintain electronic and paper files
Maintain human resources calendar
Maintain administrative forms and manuals

Work Experience:
MINIMUM of 3 years of experience working in human resources with primary responsibility for payroll, benefits administration and support of other functional areas of human resources.
Experience working with payroll and HRMS systems.
Knowledge of state and federal employment laws relating to key areas of responsibility.

Education:
Bachelor’s degree in business or related field or equivalent experience required.
Licenses or Designations
HR Certificate, PHR preferred.
