Summary Plans and directs analysis of complex payroll related business problems to be solved with automated systems by performing the following duties.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Serves as payroll functional lead in maintenance of Oracle HCM system.

Evaluates the functionality of HCM system and recommends solutions that meet or improve business needs.

Consults with management and other support personnel to identify and document business needs and objectives, current operational procedures, problems, input and output requirements, data scope, usage, formatting, and security requirements.

Gathers and documents end user requirements and serves as liaison to the IT support personnel.

Writes and maintains functional specifications for new or modified business systems solutions.

Tracks and documents changes to functional and business specifications.

Provides technical assistance in identifying, evaluating, and developing systems solutions and procedures.

Consults and coordinates with systems analysts and programmers to design and develop automated business systems solutions/enhancements.

Consults with management and other support personnel to obtain additional information during system development and evaluate alternatives.

Develops, coordinates, and implements plans to test business and functional processes during system development/enhancements and quality assurance testing.

Coordinates work of others to develop, test, install, and modify programs.

Creates or assists others in the writing of user documentation, instructions, and procedures.

Monitors and documents problems and revision requests.

Prepares time and cost estimates for completing projects.

Ensures data integrity.

Troubleshoots and resolves system problems encountered by end-users.

Works with Oracle support to resolve application-related issues.

Produces ad-hoc reports from internal or external requests in appropriate reporting tool.

Creates/documents test plans and tests patches, upgrades, new releases and work-arounds prior to moving to production system.

Trains end users in HCM/Payroll.

Maintains documentation to comply with SOX and Audit requirements.

Qualifications:

Bachelor’s degree (B. A.) from four-year college or university; or three to five years related experience and/or training; or equivalent combination of education and experience. Concentration preferred in Business, MIS, HR, or payroll management. Experience with Oracle Human Capital Management (HCM) preferred.

CPP Preferred

Ability to calculate figures and amounts such as earnings, deductions, impact of pretax deductions taxable wages, imputed income, mandatory vs. voluntary deductions, percentages, overtime. Ability to apply concepts of basic algebra.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

To perform this job successfully, an individual should have knowledge of Accounting software; Database software; Human Resource systems; Payroll systems; Time & Attendance systems; Benefits systems; Project Management software; Spreadsheet software and Word Processing software.

Ability to understand payroll principles, gross to net calculations, expatriate and multi-state taxation, impact of payments on taxation and other mandatory withholding, and testing strategies. Knowledge of costing process, and integration points with other modules, including Time & Attendance, Accounting, HR, and Benefits.
