Primary Objective:
To provide a comprehensive project services function to the Midstream Department including cost engineering, budgeting, project planning, cost control, progress measurement and reporting, resource planning, risk management, document control and administration.
Job Functions:
Provides all project services support for the projects and ensures these are fit for purpose, timely and cost-effective.
Develops and submits for approval, cost estimates, resource and planning schedules for the projects at key project stages from screening to full sanction.
Prepares and maintains cost, planning and administration procedures, input to the project strategy and execution plans and other documentation.
Prepares and maintains the work breakdown structure in coordination with work and organization structures and accounting processes.
Maintains the project risk register and mitigation measures on behalf of the Project Manager and team.
Prepares project services elements of bid specifications and reviews tender submissions prior to contract award.
Maintains timely awareness on project cost and planning performance against budget; recommends corrective actions; coordinates project change control process.
Implements project arrangements for contract administration and processing of AFEs.
Prepares regular and timely progress reports detailing progress against plans and budgets.
Leads cost and schedule quantitative risk analyses, using probabilistic techniques to support project contingency.
Coordinates the provision of support logistics for the project.
Monitors and reviews the project services element of contractor performance throughout the contract life cycle; recommends corrective action where necessary.
Acts as the project services expert in discussions with regional management teams, partners, authorities and other stakeholders outside the asset team.
Impacts the smooth running of the project and is instrumental in ensuring the project achieves its targeted completion date.
Ensures the application of relevant Health, Safety, Security and Environmental policies on all project activities. Promote a strong safety culture in project and functional teams, and in work undertaken by contractors and suppliers.
Education and Experience:
Bachelor’s degree in engineering. In-depth understanding of natural gas pipeline projects. Minimum 10 years experience. Verifiable record in the successful provision of project services on at least one complex natural gas project.
Competencies:
Sound understanding of the financial and commercial impact of project and engineering decisions on project attractiveness and performance; hands on experience of using project control systems supported by current software applications; knowledge of reviewing and challenging contractor estimates, schedules and risk analysis; ability to develop and apply cost and risk analysis procedures; demonstrated leadership and management ability; able to prioritize multiple projects; high degree of initiative and independent judgment; strong analytical and problem solving abilities; ability to work with field employees and vendors as well as other disciplines; strong attention to detail; ability to perform duties with a high level of accuracy; ability to organize work, engage in a variety of tasks simultaneously and consistently meet deadlines; strong personal computer skills; strong oral and written communication skills.
