Our Freeport, TX client is in need of a Buyer for a Direct Hire opportunity.

Summary:
Purchase all materials, supplies, and equipment at the best price, quality and delivery to satisfy the requisitioner’s requirements.

Essential Functions:
Purchase the highest quality merchandise at the lowest possible price and in correct amounts.
Prepare purchase orders solicit bid proposals and review requisitions for goods and services. Implement guidelines.
Research and evaluate suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier’s reputation and history.
Analyze price proposals, financial reports, and other data and information to determine reasonable prices.
Monitor and follow applicable laws and regulations. Administer master services agreements, certificates of insurance.
Negotiate, or renegotiate, and administer contracts with suppliers, vendors, and other representatives.
Confer with staff, users, and vendors to discuss defective or unacceptable goods or services and determine corrective action. Develop alternative sources and or materials.
Evaluate and monitor contract performance to ensure compliance with contractual obligations and to determine need for changes.
Maintain and review computerized or manual records of items purchased, costs, delivery, product performance, and inventories.
Maintain current knowledge of organizational policies and procedures in regards to purchasing.
Provide recommendations for procedural improvements.
All other duties as assigned.

Knowledge, Skills and Abilities:
Strong interpersonal skills in communication, contract negotiations, supplier sourcing and supplier development.
Good at dealing with the uncertainty / subjectivity associated with the introduction of new products/components.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations.
Ability to respond effectively to the most sensitive inquiries and complaints.
Must be able to calculate figures and amounts for all related purchasing responsibilities.
Must use utmost discretion in all presentations, correspondence and communication with and for staff and top management.
Must have advanced knowledge of Microsoft Office with the ability to build multiple spreadsheets which can be transformed into clear and concise reports.

Experience:
Minimum of ten years purchasing experience in chemical or related fields. Working knowledge of MRP/ERP computerized inventory and purchasing systems. MRO & CAPEX experience is REQUIRED!

Training:
Previous experience and/or training with an MRP/ERP. On the job training will be provided for Company ERP. Microsoft Office Suite and related software packages.

Education:
Bachelor’s degree with a minimum of 3 to 5 years working experience; or 7-10 years commensurate working experience. Industrial certification (e.g. APICS, CPM, CPSM) is preferred.
